Francisco R. “Frank” Montero, a founder of the Independent Spanish Broadcasters Association, is now a member of Fletcher, Heald & Hildreth, P.L.C. of Arlington, Virginia — the nation’s oldest law firm concentrating on FCC-regulated enterprises and institutions. Frank, who is fluent in Spanish, has served in a number of significant posts in the public and private sectors. From 1999 to 2000, he directed the FCC’s Office of Communications Business Opportunities, where he helped create
financing opportunities for emerging businesses in telecommunications and technology. With his return to private law practice, he now serves as an appointed member of the FCC’s Federal Advisory Committee on Diversity for Communications in the Digital Age. He is also serving today on the American Association of Advertising Agencies Diversity Board.

Frank has also served as co-chair of both the Federal Communications Bar Association Transactional Practice and Professional Responsibility Committees and is active in the Hispanic Bar Association.

Frank is currently legal counsel to the Puerto Rico Broadcasters Association and, in addition to his continuing involvement with the Independent Spanish Broadcasters Association, assisted in the founding of the American Hispanic Owned Radio Association.
